ABSTRACT

Title: AN EVALUATION ON THE READINESS OF THE CLARK INTERNATIONAL AIRPORT FOR THE IMPLEMENTATION OF THE INTEGREATED SAFETY MANAGEMENT SYSYEMS (ISMS)

This study is sought to determine the readiness of the Clark International Airport Corporation in carrying out the Integrated Safety Management Systems (ISMS) on the Aerodrome being required by the Civil Aviation Authority of the Philippines (CAAP) for all airports in the country. Specifically, this study intended to answer the following questions: 1. How ready is the Clark International Airport Corporation in carrying out the Integrated Safety Management Systems (ISMS) on the following aspects? 2.1 Services 2.2 Facilities and Equipment 2.3 Standards and Procedures 2.4 Policy 2.5 Safety Committee 2.6 Risk Management 2.7 Management Commitment 2.8 Training and Education 2. What components of the ISMS are strong or weak in so far as CIAC is concerned? 3. What recommendations could be given to address the weak component/s of the ISMS of CIAC? 4. What is the implication of this study to the Public Administration of Philippine Airport industry?

Prior to the conduct of the study, the researcher wrote a letter to the General Manager of the company requesting permission to allow the researcher to gather data on the readiness of the Clark International Airport Corporation for the implementation of the Integrated Safety Management Systems at the Aerodrome.
In conducting the study, the researcher was assisted by the Airport Safety Audit Committee in gathering the needed data through the conduct of surveys and interviews using the following tools: questionnaires and interview guides. Respondents of the study confined to the department heads of the Clark International Airport Corporation and/or their duly authorized representatives and a considerable number of selected employees of the departments as well as officers of Civil Aviation Authority of the Philippines (CAAP) Clark.
For a thorough and careful analysis of the gathered data, the study arrived on the following summary of findings, conclusions and recommendations.
In general, the respondents viewed the Safety Management Systems of the Clark International Airport Corporation as remarkable. Based on the respondents’ rating, the SMS components already in place at CIAC which are considered compliant to the standards of the Civil Aviation Authority of the Philippines and the International Civil Aviation Organization (ICAO) are the following: SMS Services-3.05, Facilities and Equipment-3.77, Safety Standards and Procedures-3.96, Safety Policy-3.96, Safety Committee-3.65, Training and Education-3.87 and Risk Management-3.91/
Much of the respondents’ trust on the SMS of CIAC lies on its reliable services, up-to-date Facilities and Equipment, credible Standards and Procedures, comprehensive Policy, adequate Training and Education, and organized Safety Committee and a well-planned Risk Management.
Noticeable, however, is a single component namely the Senior Management Commitment that registered a satisfactory or passing rating of 2.06.

In explicit terms, the following conclusions are derived with reference to the summary of findings: 1. The Clark International Airport is evaluated as Outstanding as to its facilities and equipment. This means that it has consistently upgraded its facilities and equipment in tune with the challenges faced by the aviation industry. 2. Similarly, the Clark International Airport Corporation’s Standards and Procedures were appraised as outstanding which indicates that it has a well-defined document which contains all safety management systems processes which are used in its safety audits and reviews. 3. In terms of Safety Policy, the Clark International Airport Corporation was rated as outstanding owing to its clear and meaningful safety guidelines which define why the company takes safety seriously. 4. With respect to its Safety Committee, the Clark International Airport Corporation Clark International Airport Corporation was evaluated as outstanding because of the presence of its safety, emergency and security officers responsible for running the system and providing advice on safety matters. 5. In line with Risk Management, the Clark International Airport Corporation was appraised as outstanding owing to its process of analyzing hazards as well as identifying incidents and accidents and for taking corrective actions to prevent the recurrence. 6. Regarding Training and Education, the Clark International Airport Corporation was gauged as outstanding since it has a process for ensuring that concerned personnel are trained and competent to perform their tasks. 7. While one component specifically the Services was evaluated very satisfactory. That is to say, the Clark International Airport Corporation renders high standards of service to its clientele and employees. 8. Another component specifically the Senior Management Commitment was given a passing or satisfactory rating. The Senior Management Commitment to the SMS of CIAC was spotted as a weak area although it registered a satisfactory rating. Notwithstanding the fact that the compony considers safety of major importance in its operations, the indices on the senior management’s support on how appropriate resources will be allocated to support the SMS as well as the Senior Management direct commitment or involvement in the SMS were viewed as not apparent visible, that is to say, the company’s safety is not the direct concern of the President or CEO and other top ranking executives of CIAC but rather that of the heads of the safety, emergency and security departments. 9. With all the SMS elements vicibly in place at CIAC, the integration of said elements are likely to come with ease. In doing so, all the elements of the SMS will function as unified whole. As such, all the elements will be interconnected and therefore will impact on each other.
Based on the summary of findings and conclusions, the following recommendations are being presented: 1. The successful implementation the Integrated Safety Management Systems of the Clark International Airport Corporation has to be seen as not just the problem or jurisdiction of the Safety Officers but that of the Senior Management. Commitment to SMS has to come from the very top of the company. 2. CIAC’s safety needs to be the responsibility of the Chief Executive Officer or Chief Operating Officer and not just the Safety Manager. 3. It is safe for all the departments of the CIAC to have their own safety functions, but these necessarily have to be cross-connected to the corporate safety department. Safety has to be a line management responsibility. 4. All the elements of the Safety Management Systems have to be integrated into a unified, cohesive whole. To be effective, these components must be integrated into a coherent management system and not as an independent safety program but have to be consolidated in the Aerodrome Manual of the Diosdado Macapagal International Airport so as to ensure the implementation of the CIAC’s Safety Management Systems in accordance with the framework of the ATO/CAAP regulations and ICAO standards. 5. Hand in hand with the implementation of the ISMS, CIAC has to acquire both Certifications on ISO 9001 – Quality Management Systems and ISO 1400 – Environmental Management Systems for the company to achieve world class safety standards.…...
