Performance Appraisal in Ghana Health Service
1.0 INTRODUCTION
Performance appraisal is a process by which the job performance of an employee is evaluated (generally in terms of quality, quantity, cost, and time) typically by the corresponding supervisor. It is the process of obtaining, analysing, and recording information about the relative worth of an employee to the organization. Performance appraisal is an analysis of an employee's recent successes and failures, personal strengths and weaknesses, and suitability for promotion or further training. It is the formal assessment by a supervisor (the “appraiser”) of a subordinate’s (or “appraisee’s”) work performance over an agreed period of time.

Ghana Health Services (GHS) is responsible for managing health services and staff within public health institutions. As part of its human resources management responsibilities, GHS has a procedure for evaluating staff performance. Until 2006, GHS used the standardized Civil Service forms and processes for conducting staff performance appraisals. Desiring to focus performance appraisal more on performance improvement and less on promotion, GHS developed its own performance appraisal process, which was pilot tested in four regions. Whilst the Civil Service performance appraisal system was conducted mainly by site managers and was supposed to be done yearly, the GHS new performance appraisal system was designed to be conducted by service delivery or ward managers (immediate supervisors) and to be completed every quarter.

The main purpose of the GHS staff performance appraisal (SPA) system was to streamline the use of the SPA as an effective tool for Human Resources Management at all levels in the Health Sector. It is meant to encourage Health Managers at various levels and locations to use SPA as a tool for assessing output of staff, identify training needs, and…...

Performance Appraisals

...Performance Appraisals Part I: Importance of Performance Appraisals Defining Performance Appraisals Performance appraisals serve to measure how an employee performs against the standards established by the company. Performance appraisals evaluate an employee’s current or past performance and compare them to his or her performance standards. For an appraisal process to be efficient, should include setting work standards, evaluating the employee’s actual performance and comparing it to the set standards, providing timely feedback to the employee in hopes that performance deficiencies are corrected, improve, or continue above expectations. Performance appraisals can sometimes be perceived as a nightmare and a waste time for supervisors and employees, as well. Sadly, performance appraisals are rarely perceived as management tools as for many corporations employees appraisals are nothing more than annual appointments to determine salary increases. However, when considering the actual objectives of a performance appraisal one can realize that it leads to beneficial consequences that relate to pay awards, potential talent identification, and widens organizational employees’ development perspectives. In addition, a performance appraisal provides that particular working occupation-persons match and mismatch is identified by looking into the actual and potential problem areas. ...Performance Appraisal Tiffany Heidenescher BUS 303 Human Resources Management Instructor: David Amisano March 3, 2014 According to the text, performance appraisal is the process through which employee performance is retrieved and criticism and/or remedial action plans are put into place in order to help make the employees work more effectively. (Youssef, 2012) There are many effective appraisal processes that help to evaluate and motivate a company’s most valuable assets (employees), and when used consistently a company or organization flourishes while retaining their best talented and skilled assets. Although the main reason for performance appraisals is to evaluate work performance, it is also important because it represents the effectiveness and goals that the organization has set and want to achieve through their employees. Organizations use performance appraisal for many other purposes as well such as; managing salaries and wages, providing communication points of strength and weaknesses, to determine job placement decisions, and also to justify disciplinary actions such as termination of an employee due to poor continued work performance. (Youssef, 2012) Without performance appraisals the everyday job that one does starts to become stagnant and monotonous and the employee has no sense of accomplishment. They also lose interest in increasing effectiveness if no one seems to care whether you’re doing a good job or are in need of areas of improvement. Keeping......

Performance Appraisal

...Performance Appraisal Performance appraisal is concerned with determining how well employees are doing their jobs, communicating that information to employees, agreeing on new objectives and establishing a plan for performance improvement. Performance appraisal, by providing a dynamic link to employee recruitment, selection, training and development, career planning, compensation and benefits, safety and health, and industrial relations, is a vital tool for strategy execution. It signals to managers and employees what is really important; it provides ways to measure what is important; it fixes accountability for behaviour and results; and it helps to improve performance. Finally, it’s necessary to defend the organisation against individuals who legally challenge the validity of management decisions relating to promotions, transfers, salary changes and termination. Performance appraisal may be viewed as an overall measure of organisational effectiveness: organisational objectives are met through the effort of individual employees. If employee performance is improved, the organisation will lift its performance. However, it should be noted that some experts do not accept these assumptions. Performance appraisal typically involves measuring how well an individual employee is doing their job against a set of criteria, providing feedback and creating development plan. The performance process generates information that may be used for administrative purposes and/or developmental...

Performance Appraisal

...“Accelerated performance reviews may improve retention.” This case study speaks of the traditional way of performance appraisal versus a new way that organizations may revert to. It is common for new employees to wait at least a year in order to get a performance appraisal. This would give them ample time to understand their job and what needs to be done, as well as to improve competence to get the best performance appraisal possible. However, there may be some disadvantages to waiting a year, which includes little opportunity to seek a pay raise or promotion until their first appraisal is conducted. In recent years, companies have started to alter the basic appraisal cycle, where employees demand a promise for appraisal much earlier than a year, for some as less as two weeks, and others six months. That way, they can try to boost their salary and perhaps be promoted. As a result, firms are now seeing the value in earlier performance appraisals, as it gives them an opportunity to retain the best of the best. Consequently, employees that try to seek extremely early schedule for performance appraisal may prove to be a disadvantage for the company, in that, if the employee does not keep it quiet between them and the company, and it reaches to other employees, others may demand the same, or it could even demote others. This could cause a conflict of interests, and even added expense to the company. Cougar Mountain Software is a company that adopts early performance......

...might reduce motivation and lead to high turnover because of little progress for certain employees (Bohlander & Snell, 2009). Use of formal criteria of performance evaluation and provision of well-grounded feedback on the results of performance review is going to lead to many significant improvements regarding employee compensation, recruitment, improvement of performance of the whole company, etc. Formal evaluation of workers will also reduce potential subjectivity bias regarding employee performance. In case of performance assessment involving elements of 360 degree feedback or similar approaches (Linman, 2004), balanced opinion of the team will be used for performance estimates rather than personal views of a certain manager. 2. Performance Appraisal

...Performance Appraisal Performance appraisals are formal reviews of a subordinate's work performance by a supervisor. They are preformed to identify strengths and weaknesses as well as to discuss areas of improvement. “The process of appraising employee performance can be both time-consuming and stressful. These difficulties are compounded if the appraisal system is poorly developed or if a supervisor lacks the appropriate training to collect and evaluate performance data” (Milkovich and Newman, 2004, ch. 11, p. 80). Kudler Fine Foods needs to create a way to evaluate the employee’s performance. This paper will create a performance appraisal for the employees and help supervisors determine salary increase. Each job classification will be defined with competencies or skills. The competencies assigned to each job classification for Kudler Foods will be assigned a rating scale from one (lowest) to five (highest). The supervisor will sit with the employee and will rate each competency from one to five depending on the performance level of each employee. The rating of each competency will be multiplied with the weights and a score generated for each competency. The total weights for each position add up to one. When the five scores are added together, a composite score will be generated which will range from one (minimum) to give (maximum). The supervisor will then decide which score level will receive what salary increases. For instance the supervisor may decide that those......

The 360-degree performance appraisal is most certainly the method I would use for my organization. This type of performance appraisal uses a combination of feedback from all areas including self, peer, supervisors, and subordinates. There is definitely a trend towards a different style of managing which involves teamwork and participative management. The old managing style of one “boss” is becoming more and more obsolete in my organization. There......

Performance Appraisal

...INTRODUCTION Performance Evaluation or Appraisal is the process of deciding how employees do their jobs. Performance here refers to the degree of accomplishment of the tasks that make up an individual’s job. It indicates how well an individual is fulfilling the job requirements. Often the term is confused with efforts, which means energy expended and used in a wrong sense. Performance is always measured in terms of results. Definition Performance appraisal is method of evaluating the behavior of employees in the work spot, normally including both the quantitative and qualitative aspects of job performance. It is a systematic and objective way of evaluating both work-related behavior and potential of employees. It is a process that involves determining and communicating to an employee how he or she is performing the job and ideally, establishing a plan of improvement. Performance appraisal is broader term than Merit Rating. In the past managers used to focus on the traits of an employee while ranking people for promotions and salary increases. Employee’s traits such as honesty, dependability, drive, personality, etc., were compared with others and ranked or rated. The attempt was to find what the person has (traits) rather than what he does (performance); the focus was on the input and not on the output. This kind of evaluation was open to criticism because of the doubtful relationship between performance and mere possession of certain......
